1995-1996  The economic climate changes again, and MSA now receives 80% of our annual revenue from the private sector. During this time, the increased regulatory environment results in the need for more pre-design permit applications, and clients in real estate development are becoming more sophisticated in their approach to subdividing property. MSA responds by hiring our first full-time planning professional whose expertise paved the way for the design and construction phases of subdivision projects.
