MSA provided civil engineering, land surveying, and landscape architecture services for an Indefinite Delivery Indefinite Quantity (IDIQ) contract involving multiple task orders at the U.S. Department of Veterans Affairs Medical Center (VAMC) in Hampton, VA and Fayetteville, NC. The initial contract year commenced in August 2008, and there were four option years through 2013 with a ceiling of $2 million in fees and a maximum fee of $50,000 per task order.

MSA was involved in the following task orders:

  • Building 110B, Loading Dock Expansion, Hampton, VA – MSA Performed initial site investigations in 2008 under annual A/E Services contract. Project was on hold until 2012 when MSA began working with the contractor (Adira Construction) on a stand-alone design/build contract. MSA provided construction layout surveying to aid in construction of the loading dock, which accommodated additional truck bays.
  • Black Avenue Improvements, Hampton, VA – MSA performed topographic surveying and civil engineering to analyze site conditions and develop a solution for replacement of existing asphalt, curb and gutter for correction of surface drainage issues on Black Avenue between Knox Street and McClellan Avenue. Our civil engineers developed a sketch plan to illustrate the recommended placement of curb and gutter and new road grades. The sketch plan was used to assist the owner in determining how much pavement and curb and gutter should be replaced.
  • New Parking Area at Lot A, Hampton, VA – MSA performed topographic surveying and civil engineering to develop construction documents for an expansion of Lot A. The scope of services included field investigations and design for parking layout; erosion and sedimentation control; grading and drainage; and stormwater management, including hydrogeologic analysis of soils to assist with pavement design.
  • New Parking Lot C, Hampton, VA – MSA performed topographic surveying and civil engineering to develop construction documents for a new Parking Lot C. The scope of services included field investigations and design for parking layout; erosion and sedimentation control; grading and drainage; and stormwater management, including hydrogeologic analysis of soils to assist with pavement design. Landscaping details were included on the civil engineering site plan.
  • Phase 1 Access Drive & Drainage Improvements Between Buildings 137 and 146, Hampton, VA – MSA performed topographic surveying and civil engineering to develop construction documents for access roadway and drainage improvements. The scope of services included field investigations and design for dimensional layout; pavement and curb and gutter design; erosion and sedimentation control; grading and drainage; and stormwater management, including hydrogeologic analysis of soils to assist with pavement design.
  • Phase 2 Drainage Improvements Between Buildings 116, 137 and 146, Hampton, VA – MSA performed topographic surveying and civil engineering to develop construction documents for drainage improvements. The scope of services included field investigations; erosion and sedimentation control; grading and drainage design; and stormwater management.
  • Phase 3 Intersection Realignment and Drainage Improvements at Franklin Blvd. & Harris Avenue Intersection, Hampton, VA – MSA performed topographic surveying and civil engineering to develop construction documents for roadway realignment and drainage improvements. The scope of services included field investigations and design for dimensional layout; pavement and curb and gutter design; erosion and sedimentation control; grading and drainage; and stormwater management, including hydrogeologic analysis of soils to assist with pavement design.
  • Combined South End Parking Lot for Buildings 33, 114 and 115, Hampton, VA – MSA performed topographic surveying, site plan preparation, landscape architecture, and construction administration.
  • Parking Improvements for Buildings 13, 14 and 15 – MSA performed topographic surveying, site plan preparation, and landscape architecture.
  • Stormwater Structure Repair 565-13-119, Fayetteville, NC – MSA performed topographic surveying and civil engineering design to complete construction documents for various stormwater structure repairs at the Fayetteville NC campus.

Subsequent to this IDIQ contract, MSA was hired directly by the U.S. Department of Veterans Affairs to provide environmental permitting assistance at the Hampton VA Medical Center.
