Scott has over 30 years of experience in the civil engineering profession. Prior to joining MSA in early 2001, Scott developed over 14 years of civil design experience with an early emphasis on analysis and design of storm drainage and stormwater management systems, from initial planning and analysis, to system modeling and design, environmental impact evaluation and mitigation, and final construction document preparation and permitting. The engineering knowledge required to meet the very stringent stormwater regulations enforced by the State of Maryland enabled Scott to excel in stormwater consulting and site development for MSA’s clients in Virginia and North Carolina.
Since moving to Virginia Beach in 1992, Scott has become an expert in the preparation of site engineering documents and water, sewer and stormwater permitting related to development and/or improvement of properties in southeastern Virginia and northeast North Carolina. He understands reviewing agency standards and associated requirements for site development plans, engineering studies, cost estimates and construction bonding, development and construction permits, construction administration, etc.
