This new 224-unit apartment building is located within the City of Virginia Beach’s Newtown Strategic Growth Area (SGA) near proposed future light rail. The resort-style community is configured in three 4-story residential buildings, four garage buildings, a clubhouse with pool and picnic area, a dog park, and 407 parking spaces. MSA completed civil engineering, landscape architecture, planning, environmental, land surveying, and construction administration services.
Landscape architecture and planning services included preparation of a landscape plan with planting design; a site lighting plan and amenity design for the outdoor clubhouse area (shown at right); conceptual planning to support the conditional rezoning application; and construction administrative services.
Prompted by a deep ditch that crossed the site, MSA’s environmental sciences department assessed the property for the presence of wetlands. After careful analysis, MSA deemed it was not a jurisdictional feature and the U.S. Army Corps of Engineers agreed with this determination. As a result, no permits were required from their agency for this development.
Surveying services included boundary and topographic surveying, as well as construction layout surveying.
All services complied with City of Virginia Beach regulations. This project involved coordination with the City of Virginia Beach Development Services Center.
