Since 1999, MSA has served public interests by fulfilling the role of environmental consultant for VDOT’s Administrative Services Division. Our responsibilities have covered all environmental consulting related to non-highway construction projects and self-performed construction projects, such as Interstate roadway safety rest areas and welcome centers, and VDOT operational facilities, to include offices, maintenance, and storage facilities.

 

Our work has encompassed Phase I Environmental Site Assessments (ASTM standards), Environmental Impact Reports (Commonwealth of Virginia standards), jurisdictional wetland delineations and permitting, and Chesapeake Bay Preservation Area delineations and regulatory compliance. Additionally, since 2006, our scope of work has expanded to encompass consulting for upgrade and/or replacement of on-site water and wastewater systems at 16 VDOT facilities throughout the State. This work has required environmental sampling of soil and groundwater, ongoing monitoring and reporting to the Virginia Department of Environmental Quality and Virginia Department of Health. Additionally, land surveying and environmental and civil engineering design of new water and wastewater systems, as well as system improvements has been provided.

 

More than 150 Phase I Environmental Site Assessments or Environmental Impact Reports have been completed. On one occasion, we were required to provide 24 Environmental Site Assessments within slightly less than 24 weeks. There have also been four separate work orders involving Phase II Environmental Site Assessments to address leaking underground storage tanks.

 

Approximately 35 work orders have involved wetlands and/or Chesapeake Bay Preservation Act consulting.

 

Under our most recent contract, MSA prepared engineering plans to replace failing potable water well and prepared engineering plans and environmental permitting to replace an old and outdated wastewater treatment plant with a pump station and force main. In addition, MSA evaluated problems at failing wastewater disposal systems at two Area Headquarters and developing engineered solutions. MSA also completed landscape evaluations and recommendations for some task orders.

 

MSA is currently completing 50+ Environmental Impact Reports throughout the state with an accelerated time frame of two months between contract award and required completion date.

 

MSA has completed more than 200 task orders since receiving our first annual contract in 1999.
